29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76cm) whichever is less were not equipped with one stairrail system along each unprotected side or edge:   a) 2300 Alter Street, Philadelphia, PA - The employer did not ensure that stairrails were installed on the open sides of the stairway.  Stairways having 9 risers were not equipped with a stairrail system along each unprotected side exposing the employees to fall hazards. This condition was observed on February 25, 2015.
