29 CFR 1926.451(b)(1)(i): Each platform unit (e.g., scaffold plank, fabricated plank, fabricated deck, or fabricated platform) was not installed so that the space between adjacent units and the space between the platform and the uprights were no more than 1 inch (2.5 cm) wide, except where the employer can demonstrate that a wider space is necessary. On or about February 27, 2015 and at times prior thereto, an employee was working on a fabricated frame scaffold from a height of approximately 13 feet above the ground without fall protection. For the purposes of this inspection, this employer was determined to be the creating, controlling and correcting employer of the jobsite. The employer is being cited under OSHA's Multi-Employer Workplace policy.

On or about February 27, 2015 and at times prior thereto, an employee walked a wooden ramp between the metal fabricated frame scaffold and the roof of the Old Georgetown Theater that did not have a guardrail.
