The employer failed to develop a written hazard communications program to inform the employees of the hazards for each chemical used in the workplace such as but not limited to oxygen, acetylene, kerosene, and semi-synthetic cutting oil. Employees were exposed to health and fire hazards.

29 CFR 1910.1200(f)(5): The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged, or marked with the identity and appropriate hazard warnings regarding the chemicals contained therein. The employer failed to ensure the shipping of unknown containers to outside sources were labeled with the appropriate label of the chemical's identity and hazard warnings, exposing employees, the shipping employees and the end-users to health or fire hazards.
