29 CFR 1926.51(f)(1): The employer shall provide adequate washing facilities for employees engaged in the application of paints, coating, herbicides, or insecticides, or in other operations where contaminants may be harmful to the employees. Such facilities shall be in near proximity to the worksite and shall be so equipped as to enable employees to remove such substances. At the project, adequate washing facilities were not provided for employees that used wet Portland cement to construct a CMU block foundation for residential unit. Water was provided through hoses. Soap was not provided or available onsite. Towels or other drying methods were not provided. Employees were exposed to the hazards of contacting Portland cement for extended amounts of time.

29 CFR 1926.95(a): Personal protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, was not provided, used, or maintained in a sanitary and reliable condition wherever it was necessary by reason of hazards of processes or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of any part of the body through absorption, inhalation, or physical contact: At the project, appropriate chemical resistant gloves were not provided for employees that used wet Portland cement to construct a CMU block foundation for residential unit.
