29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a- Lot 3, Block 4.04, 21 Sapphire Road, Robbinsville NJ: Employees, not supplied with any fall protection, were exposed to fall hazards of approximately 12 feet 9 inches to the ground surface below when performing floor joist installation and other related activities from unprotected edges of the structure's upper floor.  These employees had not received any fall hazard recognition training from the company.  Condition noted on or about 03/31/15.   NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM.  FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor was an alternative fall protection measure provided:  a- Lot 3, Block 4.04, 21 Sapphire Road, Robbinsville NJ: Employees, not supplied with any fall protection, were exposed to fall hazards of approximately 12 feet 9 inches to the ground surface below when performing floor joist installation and other related activities from unprotected edges of the structure's upper floor.  Condition observed on or about 03/31/15.   High Quality Builders, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1016561, citation number 1, item number 1 and was affirmed as a final order on 03/27/15, with respect to a workplace located at 7 Herbert Avenue, Pehala Park, Long Beach Twp. NJ.  NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM.  FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
