29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a.   On or about April 2, 2015 on the front of the townhome, the access ladder to the second-story deck extended only 12 inches above the landing surface, exposing employees to an eleven feet fall hazard from the edge of the deck.

29 CFR 1926.501(b)(13): 29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section:  a.   Employees performing residential framing work at elevations of 23 feet or more above the ground are not protected from fall hazards by a fall protection system.  The employer fails to assure effective protection against falls as required by the standard, as demonstrated on April 2, 2015, when employees were installing framing and roof sheathing on the 10:12 pitch roof of a two-story residential townhouse at 48 Milestone Drive, Santa Rosa Beach, Florida 32459 without fall protections and were exposed to a fall hazards of 23 feet above the surrounding ground.  Cruz Framing, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 967785, citation number 2, item number 2 and was affirmed as a final order on June 9, 2014, with respect to a workplace located at 4916 Barrett Way, Panama City, Florida.  Cruz Framing, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 966173, citation number 2, item number 1 and was affirmed as a final order on June 9, 2014, with respect to a workplace located at 4906 Barrett Way, Panama City, Florida.  Cruz Framing, LLC was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 786463, citation number 1, item number 2 and was affirmed as a final order on February 5, 2013, with respect to a workplace located at 330 Terrapin Way, Panama City Beach, Florida.
