29 CFR 1910.179(n)(3)(iii)(b): During hoisting, the load contacted obstructions: Employees used an overhead gantry crane to suspend and transport spiral round jacket linings over insulated railcars. During this process, the load contacted protruding metal frame members on the railcar, part known as the bird. Employees pulled out the jacket linings by hand to clear obstructions, resulting in caught-in hazards.

29 CFR 1910.179(n)(3)(vi): The employer did not require that the operator of crane(s) avoid carrying loads over people: Employees used an overhead gantry crane to suspend and transport spiral round jacket linings over insulated railcars. Employees were required to work under the suspended load of the crane to assist the metal jacket lining in installation over the insulated railcar.
