29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure: a) At the job site, on 9 April, 2015, the employer did not ensure the use of a personal fall arrest system, or other means or fall protection, for two employees who were observed taking measurements at the edge of the second floor platform of a two story residential townhouse, that measured thirteen feet from the ground level, exposing the employees to the hazards associated with broken bones, sprains, lacerations, and bruises.
