29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement.  On or about April 13, 2015 and at times prior thereto, employees entered the construction site via a ramp approximately 3 feet high above the ground that was directly adjacent to uncapped rebar that was protruding from the ground.  Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date completed, method of abatement, and states employees and their representatives were informed of this abatement.
