29 CFR 1926.352(c): Welding, cutting, or heating was done where the application of flammable paints, or the presence of other flammable compounds, or heavy dust concentrations created a hazard:  On or about 0930, May 18, 2015      Location: 68 Charlton Street, New York, NY 10014  a)  Employees were using torches to cut/trim steel rebar at the North West corner of the project and set fire to the rubber Bitumen waterproof membrane at the exterior foundation wall. A Fire guard was present but was not in a position to view the exterior wall or the area directly in front of the torch operator. The flammable materials were not protected or removed to prevent fire by accidental contact.
