29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided:  a. On or about May 19, 2015, the employees climbed the walls and bracing to access and exit from the upper surface because there were no ladders at the job site.  Employees was being exposed to fall hazards up to 10.5 feet high.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):  a. Employees performing residential framing work at elevations of six feet or more above the ground are not protected from fall hazards by a fall protection system.  The employer fails to assure effective protection against falls as required by the standard, as demonstrated on May 19, 2015, when employees were setting trusses at a residential house located at 6101 Edith Stephens Drive, Panama City, Florida  32405, without fall protections and were exposed to fall hazards of 8.5 feet above lower level.  Panama City Framing & Siding, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13) which was contained in OSHA inspection number 943691, citation number 01, item number 002, issued on October 30, 2013, with respect to a workplace at 21109 Front Beach Road, Panama City Beach, FL 32401.  The final order for this citation was February 5, 2014.  Panama City Framing & Siding, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13) which was contained in OSHA inspection number 915761, citation number 01, item number 002, issued on July 1, 2013, with respect to a workplace at 103 Turtle Cove, Lot 63, Panama City Beach, FL 32407.  The final order date for this citation was August 9, 2013.  Panama City Framing & Siding, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(11) which was contained in OSHA inspection number 696998, citation number 01, item number 002, issued on October 20, 2012, with respect to a workplace at 12905 Panama City Beach Parkway, Panama City Beach, FL 32413. On or about May 19, 2015, the employee hoisting up trusses to other employees did not have on a hard hat, exposing himself to head injuries.
