29 CFR 1910.1000 TABLE Z-3: 29 CFR 1910.1000(c): Employees were exposed to Crystalline Silica Quartz listed in Table Z-3, in excess of as an 8 hour Time Weighted Average concentration:      (a) Boose Aluminum Foundry Company, Incorporated - Barn Grinding Operation - The employee operating the hand-held gringing tools to finish grind the castings was exposed to a concentration of 2.90 milligrams/meter cubed (mg/m3); 1.93 times the Permissible Exposure Limit (PEL) of 1.52 mg/m3. The sample, collected for 270 minutes on July 22, 2015, contained 4.6 percent quartz which was used to calculate the PEL.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d):    (a) Boose Aluminum Foundry Company, Incorporated - The Barn Grinder was exposed to chrystalline silica quartz at 1.93 times the Permissible Exposure Limit, on or about July 22, 2015.    GENERAL METHODS OF CONTROL APPLICABLE IN THESE CIRCUMSTANCES INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:    1. Conduct additional training for the Barn Grinders with respect to the placement of the floor fans so the two ventilation sources do not counteract each other.    2. Conduct additional training for the Barn Grinders to ensure that, at no time, their breathing zone is between the casting exhaust ventilation.    3. Ensure that the Barn Grinders use appropriate tools to complete grinding operation without placing their breathing zone in the grinding dust exhaust path.       ABATEMENT NOTE:        The engineering control plan shall include, at a minimum, target dates for the following actions which must be consistent with the abatement dates required by this citation:      1. Evaluation of engineering/administrative control options.      2. Selection of optimum control methods and completion of design.      3. Procurement, installation and operation of selected control measures; and      4. Testing and acceptance or modification/redesign of controls.    Abatement shall have been completed by the implementation of feasible engineering and/or administrative controls upon verification of their effectiveness in achieving compliance.       Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
