29 CRF 1926.200(g)(2): All traffic control signs or devices used for protection of construction workers did not conform to Part VI of the Manual on Uniform Traffic Control Devices (MUTCD), 1988 Edition, Revision 3, September 3, 1993, FHWA-SA-94-027 or Part VI of the Manual on Uniform Traffic Control Devices, Millennium Edition, December 2000, FHWA, which are incorporated by reference: On Kalachucha Avenue in Garapan, Saipan, traffic control did not conform to Part VI of the Manual on Uniform Traffic Control Devices, Millennium Edition December 2000, FHWA. The project foreman said he set up the traffic control and wanted to close the road but they needed to allow local traffic to pass. The foreman did not produce the project plans submitted to the Commonwealth Utilities Corporation which usually contain the traffic control plan that comply with the MUTCD. The traffic control did not follow the MUTCD Typical Application 18, lane closure on Minor Street, as there were no Channelizing Devices to mark and direct traffic for a Transition Area and Work Space. The traffic control did not follow the MUTCD Typical Application 19, Detour for One Travel Direction, as there were no Channelizing Devices to mark and direct traffic away from the Work Space and there were no Type III Barricades at the ends of the Work Space where traffic approached the Work Space. Employees working and walking in the Work Space were exposed to the hazard of being struck by vehicles.
