29 CFR 1926.950(c)(3): Joint host- and contract-employer responsibilities. The contract employer and the host employer shall coordinate their work rules and procedures so that each employee of the contract employer and the host employer is protected as required by this subpart. On or about July 30, 2015, during the installation of a substation transformer, the employer, operating as the host employer, failed to ensure that coordinated test area work rules and procedures to the contract employer for protecting employees of the host and contract employer were followed while Doble power factor testing was being conducted on a substation transformer.

29 CFR 1926.952(c)(2): Additional briefings. Additional job briefings shall be held if significant changes, which might affect the safety of the employees, occur during the course of the work. On or about July 30, 2015, during the installation of a substation transformer, the employer failed to ensure additional job briefings were conducted when significant changes affecting employee safety occurred during the course of the work, as a result of a contract employee conducting Doble power factor test on a substation transformer.
