29 CFR 1910.147(f)(1)(ii): Testing or positioning of machines, equipment or components thereof. In situations in which lockout or tagout devices must be temporarily removed from the energy isolating device and the machine or equipment energized to test or position the machine, equipment or component thereof, the following sequence of actions shall be followed: Remove employees from the machine or equipment area in accordance with paragraph (e)(2) of this section;  a. In the Detcord department, on the first spin machine 32, an employee was cleaning a drive belt while the equipment was being jogged by another employee, thereby exposing the employee to a caught in hazard.

29 CFR 1910.212(a)(1): Types of guarding. One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices,electronic safety devices, etc.    a. In the Detcord department, the first spin machines were not guarded to prevent employees from a caught in hazard.      Austin Powder Company was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 782861, citation number 1, item number 10 and was affirmed as a final order on January 13, 2014, with respect to a workplace located at 430 Powder Plant Road McArthur Ohio 45651.

29 CFR 1910.219(e)(1)(i): Where both runs of horizontal belts are seven (7) feet or less from the floor level, the guard shall extend to at least fifteen (15) inches above the belt or to a standard height, except that where both runs of a horizontal belt are 42 inches or less from the floor, the belt shall be fully enclosed in accordance with paragraphs (m) and (o) of this section.    a. In the Detcord department, on the first spin machines, the belts were not fully guarded, thereby exposing employees to a caught in hazard.
