29 CFR 1910.22(a)(1): All places of employment, passageways, storerooms or service rooms were not kept clean and orderly or in a sanitary condition:    Panel Built, Inc., Blairsville, GA - Employees were exposed to a possible fire hazard due to an excess and accumulation of combustible dust from the powder coating booth located on elevated surfaces, such as walls, ceiling, piping and other elevated equipment.   The employer had not developed a written housekeeping program, on or about 9/10/15.  One method to abate this hazard is a periodic cleaning schedule to prevent the accumulation.      In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).

Employees are required to dispense/pump lacquer thinner and clean beams with rags soaked with lacquer thinner in an aisle area where there is constant employee and forklift traffic, on or about 9/10/5.  This Category 2 flammable liquid, with a flashpoint below 100 degrees F, may be used only where there are no open flames or other sources of ignition within the possible path of vapor travel.

29 CFR 1910.107(c)(6): Electrical wiring and equipment not subject to deposits of combustible residues but located in a spraying area as herein defined were not explosion-proof type approved for Class I, group D locations and did not otherwise conform to the provisions of subpart S of this part, for Class I, Division 1, Hazardous Locations:      Panel Built, Inc., Blairsville, GA - In the powder coating area, employees were powder coating beams with powder which is classified as a combustible dust. Electrical equipment such as, but not limited to extension cords, lights (outside of area not separated by a partition and within 5 feet), electrical outlets and fan  (outside of booth, but not separated by a partition and within 5 feet), and a radio/speakers (inside of the booth) were subject to combustible residue and not approved for the location, on or about 9/10/15.     NOTE: Other equipment outside of but within 20 feet of a spraying area and not separated by partitions shall not produce sparks under normal operating conditions and shall otherwise conform to the provisions of subpart S of Part 1910 for Class I, Division 2 Hazardous Locations.
