29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): (a) The employer does not ensure that employees use fall protection when exposed to serious fall hazards during roofing work. This condition was most recently observed at an existing residential job site, 11501 W Giants Ave, Boise, Idaho, on January 20, 2016. Employees performed re-roofing activities on a 6 in 12 pitched roof without a fall protection system in place. This exposed the employees to fall hazards ranging from 10 to 20 feet from various locations on the roof to the concrete or ground below. Melendez Construction, LLC was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1059546, citation number 1, item number 1, and was affirmed as a final order on June 2, 2015, with respect to a workplace located at 95 West Claire, Meridian, Idaho. 29 CFR 1926.1053(b)(1): Where portable ladders are used for access to an upper landing surface and the ladder's length allows, the ladder side rails do not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) The employer does not ensure that employees use a properly positioned extension ladder when accessing the roof. This condition was most recently observed at an existing residential jobsite, 11501 W Giants Ave., Boise, ID, on January 20, 2016. Employees used an extension ladder positioned on the rake edge of the roof with only the top rung reaching the roof level. Jesus Lares was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1059546, citation number 1, item number 2a, and was affirmed as a final order on June 2, 2015, with respect to a workplace located at 95 West Claire, Meridian, ID.
