29 CFR 1926.1053(b)(4): Ladders were used for purposes other than the purpose for which they were designed:     a. 23-33 Cortland Place, Skillman, NJ - Building 1701-1706 (Montgomery Ridge)         Employees engaged in residential framing activities used an A-frame stepladder in a manner not intended by the manufacturer . Employees used a 6 foot A-frame ladder in the closed position to access the first floor working area.     Violation observed on or about February 6, 2016

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):    a. 23-33 Cortland Place, Skillman, NJ - Building 1701-1706 Montgomery Ridge  Employees engaged in residential framing activities were not protected from fall by use of a guardrail system, safety net system, or personal fall arrest system.  Employees framing at levels greater than 20 feet were observed walking the top plate while installing floor joists.  Violation observed on or about February 6, 2016  A & B Builders Corporation was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1082952, citation number 1, item number 4 and was affirmed as a final order on October 14, 2015, with respect to a workplace located at 58 Liverpool Way, Block 404.28 - Lot 6, Medford NJ.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:       a. 23-33 Cortland Place, Skillman, NJ - Building 1701-1706  Employees engaged in residential framing activities used a Werner extension ladder as access to the second story.  Employees used an aluminum extension ladder as access through a second story window that did not extend at least three feet above the landing surface.   Violation observed on or about February 6, 2016  A & B Builders Corporation was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1082952, citation number 1, item number 4 and was affirmed as a final order on October 14, 2015, with respect to a workplace located at 58 Liverpool Way, Block 404.28 - Lot 6, Medford NJ.

29 CFR 1926.1053(b)(16): Portable ladders with structural defects, such as, but not limited to, broken or missing rungs, cleats, or steps, broken or split rails, corroded components, or other faulty or defective components, were not either immediately marked in a manner that readily identifies them as defective, or tagged with "Do Not Use" or similar language, and were not withdrawn from service until repaired:   a. 23-33 Cortland Place, Skillman, NJ - Building 1701-1706 Montgomery Ridge  Employees engaged in residential framing activities used a Werner extension ladder as access to the second story that had visible damage to rungs and was not taken out of service.    Violation observed on or about February 6, 2016  A & B Builders Corporation was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard 29 CFR 1926.501(b)(16), which was contained in OSHA inspection number 1082952, citation number 1, item number 7b and was affirmed as a final order on October 14, 2015, with respect to a workplace located at 58 Liverpool Way, Block 404.28 - Lot 6, Medford NJ.
