29 CFR 1926.850(a): Prior to permitting employees to start demolition operations, an engineering survey was not made by a competent person of the structure to determine the condition of the framing, floors, and walls, and possibility of unplanned collapse of any portion of the structure, including adjacent structures where employees may be exposed. The employer did not have in writing evidence that such a survey was performed: a) 2404 N Broad St, Philadelphia, PA - The employer did not have an engineering survey made by a competent person of the structure prior to commencing the demolition process thus exposing the employees to building collapse hazard. This condition was observed on or about May 20, 2016. The RLC Contractors, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.850(a), which was contained in OSHA inspection number 1060130, citation number 1, item number 2 and was affirmed as a final order on November 10, 2015, with respect to a workplace located at 2020 North 18th St, Philadelphia, PA.
