29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets:  a. On or about August 13, 2016, employees working underneath other employees while framing were not wearing hard hats and were being exposed to head injuries.  Northwest Bay Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.100(a)(1), which was contained in OSHA inspection number 1132145, citation number01, item number 001 and was affirmed as a final order on May 27, 2016, with respect to a workplace located at Lot 185, Cannonball Lane, Watersound, FL 32413.  Heritage & Son Company was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.100(a)(1), which was contained in OSHA inspection number 1049184, citation number 01, item number 001 and was affirmed as a final order on September 3, 2015, with respect to a workplace located at 35 Grayling Way, Lot 5, Inlet Beach, FL 32413.

29 CFR 1926.102(a)(1): Eye and face protective equipment were not used when machines or operations presented potential eye or face injury from physical, chemical, or radiation agents:  a. On or about August 13, 2016, employees using Pnuetool pneumatic nail guns to nail boards and secure framing were not wearing safety glasses, exposing themselves to being hit by nails and flying debris.   b. On or about August 13, 2016, employees using a Makita saw to cut 2 x 4's and plywood were not wearing safety glasses, exposing themselves to flying debris.   Northwest Bay Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.102(a)(1), which was contained in OSHA inspection number 1132145, citation number 01, item number 002 and was affirmed as a final order on May 27, 2016, with respect to a workplace located at Lot 185, Cannonball Lane, Watersound, FL 32413.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):  a. Employees performing framing operations at elevations of 6 feet or more above lower levels are not being protected from a 9 feet fall hazard by the use of a fall protection system.  The employer fails to assure effective protection against falls as required by the standard, as demonstrated on August 13, 2016, when employees performing framing operations, at 301 Johnson Bayou, Lot 80, Panama City Beach, FL 32413, were exposed to a 9 feet fall hazard above the ground in that they did not have a fall protection system installed.  Ninja Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)13), which was contained in OSHA inspection number  1128548, citation number 01, item number 001 and was affirmed as a final order on May 2, 2016, with respect to a workplace located at 213 Wiregrass Lane, Panama City, FL 32407. 29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a. On or about August 13, 2016, the 22-foot extension ladder used to access the trusses did not extend 3 feet above the landing surface nor was it secured from slippage  The employees were being exposed to a 9 feet fall hazard.
