29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person: a) On or about October 24, 2016 and at times prior, Total Roofing LLC, as the controlling employer did not conduct effective safety inspections to ensure that the employees of Oscar Omar Hernandez Carmona dba El Roble Roofing(sub-contractor) were protected from falls of approximately 10 feet while working on the roof of a single-story residential house.
