29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:     (a)  On or about December 20, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Javier Mendoza, roofing subcontractor, were protected from falls approximately 18.0 feet while engaged in roofing activities.    (b) On or about December 20, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Adrian Marrufo dba Adrian Roofing Construction, roofing subcontractor, were protected from falls approximately 9.0 feet while engaged in roofing activities.    (c)  On or about December 20, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Pedro Vasquez, roofing subcontractor, were protected from falls approximately 18.0 feet while engaged in roofing activities.    (d)  On or about December 20, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Pedro Vasquez, roofing subcontractor, were protected from falls approximately 18.0 feet while descending in a wooden basket supported by a Genie GTH 1056 forklift, which was built for the purpose of removing materials, not hoisting personnel.    (e) On or about December 21, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Pedro Vasquez, roofing subcontractor, were protected from falls approximately 18.0 feet while engaged in roofing activities.    (f)  On or about December 21, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Rebey Construction, roofing subcontractor, were protected from falls at approximately 18.0 feet and that the employees were wearing eye protection while operating pneumatic nail gun during roofing activities.    (g)  On or about December 21, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Carlos Fajardo, roofing subcontractor, were protected from falls at approximately 18.0 feet and that the employees were wearing eye protection while operating pneumatic nail gun during roofing activities.    (h)  On or about December 21, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Carlos Fajardo, roofing subcontractor, were protected from falls approximately 18.0 feet while engaged in roofing activities.    (i)  On or about December 21, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Ismael Vitales, roofing subcontractor, were protected from falls at approximately 18.0 feet and that the employees were wearing eye protection while operating pneumatic nail gun during roofing activities.    (j0)  On or about December 21, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Javier Mendoza, roofing subcontractor, were protected from falls approximately 18.0 feet while engaged in roofing activities.    (k)  On or about December 22, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Javier Mendoza, roofing subcontractor, were protected from falls approximately 18.0 feet while engaged in roofing activities.    (l)  On or about December 22, 2016, Total Roofing, as the controlling employer, did not ensure that the employees of Pedro Vasquez, roofing subcontractor, were protected from falls approximately 18.0 feet while descending in a wooden basket supported by a Genie GTH 1056 forklift, which was built for the purpose of removing materials, not hoisting personnel.
