29 CFR 1910.119(j)(2): The employer did not establish and implement written procedures to maintain the on-going integrity of process equipment:  The employer did not implement its mechanical integrity procedure Mechanical Integrity Equipment Inspection & Testing List - Russell Stover Candies, Iola, KS FORM MI-EL-1, when it did not replace safety relief valves every 5 years or sooner if necessary, exposing employees to the hazards of being struck by overpressurred equipment and toxic ammonia inhalation and burns.  The following are some but not limited to all the Ammonia safety relief valves that needed to be changed out: a) S/PSV003 b) S/PSV004 c) RC3/PSV071 d) RC3/PSV072 e) RC5/PSV1251 f) RC5/PSV1252 g) RC5/PSV1253 h) RC5/PSV1254.  29 CFR 1903.19(d)(1) requires certification and documentation that the abatement of the above violation is completed.
