29 CFR 1910.124(g)(2): Employees who  worked with liquids that could burn, irritate, or otherwise harm their skin were not provided with an emergency shower and eye-wash station close to the dipping and coating operation:  (a) 29 Stafford Street Jamestown, NY - On or about 12/7/16, an employee transferred 10 gallons of nitric acid (42 baume), with a pH of <1, from a poly drum into a 5 gallon bucket (one gallon at a time) using a plastic siphon. The acid is then transferred into the passivating and pickle tanks.  The eyewash/shower was blocked with equipment and the water was shut off.     Note:  In place of this equipment,  the employee may use a water hose that is at least 4 feet (1.22 m) long and at least 3/4 of an inch (18 mm) thick with a quick-opening valve and carrying a pressure of 25 pounds per square inch (1.62 k/cm2) or less.     NO ABATEMENT CERTIFICATION REQUIRED

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  a)  29 Stafford Street,Jamestown, NY- On or about 12/7/16, the employer did not develop, implement, and/or maintain at the workplace a written hazard communication program.  Employees have exposure or potential exposure to hazardous chemicals such as, but not limited to, 31-36% hydrochloric acid, which has a pH of <1, (used in zinc nickel line) and TasDip Elite LYC Chromate, which contains chromic acid (about 2.5%) used in zinc nickel line).   A written program should include descriptions of how the criteria for:       1.   Labeling and other forms of warning;       2.   Safety Data Sheets AND       3.   Employee information and training will be met. Additionally, a list of hazardous chemicals known to be present in the workplace must be compiled.  Methods used to inform employees of the hazards associated with non-routine tasks and the informing of contractors of workplace hazard must also be addressed.
