29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b). On 1/25/17, at the Ashton Woods subdivision in Woodstock, Georgia at Lot #102, employees were exposed to fall hazards greater than 10 feet as they worked from roof levels and were not using fall protection. Employees were on sloped roof levels using ladders without fall protection and also on roof overhangs without fall protection while installing house wrap to the residential house under construction.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would train each employee in the procedures to be followed to minimize hazards related to ladders and stairways. On 1/25/17, at the Ashton Woods subdivision in Woodstock, Georgia at Lot #102, employees were exposed to fall hazards greater than 10 feet as they worked from sloped roof levels on ladders. The employer has not implemented a training program for employees required to use ladders in the course of their work. Employees were observed using extension ladders on a 10 in 12 sloped roof and an unsecured ladder to access roof levels.
