Employees performing roofing work are not protected from fall hazards by the use of a fall protection system.  The employer fails to assure effective protections against falls as required by the standard, as demonstrated on February 3, 2017, when a male employee wearing white and black baseball cap, bright yellow shirt, a black belt, and blue jeans, is working on the west slope of the top roof of a residential home with a 5:12 pitch at 31 Milliken Lane, Saint Augustine, Florida, and is exposed to an 23 feet fall hazard to the ground in that he is not attached to a personal fall protection system.  b.  Employees performing roofing work are not protected from fall hazards by the use of a fall protection system. 29 CFR 1926.1053(b)(1): Where portable ladders are used for access to an upper landing surface and the ladder's length allows, the ladder side rails do not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a. Employees using ladders to access the roof are not protected from fall hazards by extending the ladder 3 feet above the landing.    The employer fails to assure effective protections against falls as required by the standard, as demonstrated on February 3, 2017, when 6 employees using a ladder to access a residential roof at 31 Milliken Lane, Saint Augustine, Florida, are exposed to a 9 feet fall hazard to the ground in that the ladder does not extend 3 feet above the landing.
