Bags, containers, bundles, etc., stored in tiers shall be stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse.    (a) Tops Room- 1000 Big Sewickley Creek Road, Sewickley, PA: On or about May 22, 2017, a work bench that stored equipment and materials was supported by using 5 gallon buckets in lieu of stable legs attached to the table top, exposing employees to unstable loads falling and striking the employees.    (b) Manhole Room- 1000 Big Sewickley Creek Road, Sewickley, PA: On or about May 22, 2017, a shelving unit that stored equipment and materials was observed leaning and unstable, exposing employees to the material falling and striking them.
