29 CFR 1903.19(d)(1): The employer did not submit to the Agency documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required:  (a)On or about 01/04/2018, the employer failed to submit documentation and certification of corrective action for citation 1 item 1 issued on 10/02/2017 with an abatement due date of 10/27/2017.  (b)On or about 01/04/2018, the employer failed to submit documentation and certification of corrective action for citation 1 item 2 issued on 10/02/2017 with an abatement due date of 10/27/2017.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   On or about July 12, 2017, at the above addressed jobsite, employees were exposed to approximately a 15-foot fall hazard.  The BLUEWATER CONSTRUCTION SOLUTIONS, INC.  was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501 (b)(13), which was contained in OSHA inspection number 1203428, citation number 1, item number 1 and was affirmed as a final order on 02/14/2017 with respect to a workplace located at 4044 SW McCandless St., Port St Lucie, FL, 34953 .

29 CFR 1926.503(a)(2)(iii): The employer did not assure that each employee has been trained, as necessary, by a competent person in the use and operation of guardrail systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used.    On or about July 12, 2017, at the above addressed jobsite, the employer did not train his employees on fall hazards in the work area.
