29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a) On or about 07/13/2017 - 4703 Caldwell Mill Road, Birmingham, Alabama, employees were using an aluminum extension ladder to access the roof of a single family house. The ladder was not extended three (3) feet above the landing exposing the employees to fall hazards of approximately 13 feet.
