29 CFR Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to skin and respiratory chemical burn hazards:    Waste Water Treatment Plant and Adjacent Areas:    On or about July 19, 2017, a leak of approximately 31% hydrochloric acid occurred at a diaphragm pump downstream from an 800-gallon capacity storage tank which was part of the waste water treatment system. An employee who was traveling by the Waste Water Treatment area was suddenly engulfed in a vapor cloud of concentrated hydrochloric acid. Two other employees who assessed to work condition before the facility was evacuated were also exposed to the acid vapor cloud.
