29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee who might be exposed to fall hazards. The program did not enable each employee to recognize the hazards of falling and did not train each employee in the procedures to be followed in order to minimize these hazards. On 7/28/201, employees from J&M Superior Roofing LLC were working at three residential buildings located at 353 Turkey Roost Lane, 288 Gobbler Drive, Troy, MO and 211 Hawks Rest Court, Winfield, MO. Employees were not utilizing fall protection while working near leading edges of the roofs, which were approximately 10 feet above the ground surface. The employees were not able to recognize fall hazards and the procedures necessary to reduce or eliminate hazards.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system. On 7/28/2017, employees of J&M Superior Roofing LLC were working on the roof of a three residential buildings located at 353 Turkey Roost Lane, 288 Gobbler Drive, Troy, MO and 211 Hawks Rest Court, Winfield, MO. Employees were engaged in roofing work approximately ten feet above a lower level. Exposed employees were not utilizing guardrail systems, a safety net system, or a personal fall arrest system. The employees were observed on the roof of the buildings without fall protection, exposing themselves to a fall to the ground below. J&M Superior Roofing LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), OSHA inspection number 1230733, citation number 1, item number 2, and was affirmed as a final order on 6/23/2017, with respect to a workplace located at 2227 Olde Winery Road, Saint Louis, MO.
