29 CFR 1926.760(a)(1): Except as provided by paragraph (a)(3) of this section, each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level shall be protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems or fall restraint systems. a) Jobsite: Employees working on top of a cinderblock wall were not provided fall protection; thus exposing them to a 26 foot fall hazards. Condition was observed on or about 23 OCT 2017.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Jobsite: The employer did not ensure that the extension ladder (Louisville) was set with the side rails at least three feet above the landing surface exposing employees to fall hazards of approximately 26 feet.
