29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not protected by guardrail systems, safety net system, or personal fall arrest system, nor are employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a. Employees performing sheathing work from a 5:12 pitch roof are not being protected from 11 feet and higher fall hazards by a fall protection system. The employer routinely fails to assure effective protection against falls as required by the standard, as demonstrated on October 26, 2017, when employees are sheathing a roof of a two-story residential building at Lot 67/68 Lucena Lane, Jacksonville, Florida without fall protections and are exposed to fall hazard of 11 feet above the surrounding ground. Desouza Framing Inc. was previously cited for a repeat violation of this occupational safety and health standard or its equivalent standard, 1926.501(b)(13), which was contained in OSHA inspection number 943936, citation number 2, item number 2 and was affirmed as final order on December 9, 2013, with respect to a workplace located at 437 Forest Meadow Lanelot 693, Orange Park, Florida. Desouza Framing Inc. was previously cited for a repeat violation of this occupational safety and health standard or its equivalent standard, 1926.501(b)(13), which was contained in OSHA inspection number 955071, citation number 1, item number 2 and was affirmed as final order on April 29, 2014, with respect to a workplace located at 4310 Eagle Landing Place, Middleburg, Florida.
