29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels are not protected by guardrail systems, safety net system, or personal fall arrest system, nor are employee(s)provided with an alternative fall protection measure under another provision of paragraph 1926.501(b): a. Employees performing framing operations and other construction activities at elevations are not being protected from a 22-foot fall hazard by use of a fall protection system. The employer routinely fails to assure effective protection against falls as required by the standard, as demonstrated on December 18, 2017, when employees are sheathing a roof of a two-story residential building at 1559 Orange Branch Trail, Saint John's Florida without fall protections and are exposed to fall hazards of 22 foot interior and 11 foot exterior at the eave. Desouza Framing Inc. was previously cited for a repeat violation of this occupational safety and health standard or its equivalent standard, 1926.501(b)(13), which was contained in OSHA inspection number 943936, citation number 2, item number 2 and was affirmed as final order on December 9, 2013, with respect to a workplace located at 437 Forest Meadow Lane lot 693, Orange Park, Florida. Desouza Framing Inc. was previously cited for a repeat violation of this occupational safety and health standard or its equivalent standard, 1926.501(b)(13), which was contained in OSHA inspection number 955071, citation number 1, item number 2 and was affirmed as final order on April 29, 2014, with respect to a workplace located at 4310 Eagle Landing Place, Middleburg, Florida. Desouza Framing Inc. was previously cited for a repeat violation of this occupational safety and health standard or its equivalent standard, 1926.501(b)(13), which was contained in OSHA inspection number 980402, citation number 1, item number 2 and was affirmed as final order on September 8, 2014, with respect to a workplace located at Lot 406 South Torwood Dr., Saint Johns, FL 32259.
