29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:      a) On or about November 15, 2017 and at times prior, Thompson Thrift Construction, Inc., as the controlling employer, did not conduct effective safety inspections at the job site to ensure that the workers of Fernando Garces Marin were protected from falls of approximately 14 to 21 feet. The workers were working on the scaffold with missing guard rails, ladders, and planks, and were also not using a fall protection system while working on the roof of a residential house.
