29 CFR 1926.706(b): Masonry walls over eight feet in height were not adequately braced to prevent overturning and to prevent collapse until permanent supporting elements of the structure were in place:    At this job site, bracing systems had not been installed in such a manner so as to prevent overturning and collapse until the permanent supporting elements of the structure were in place:      a)  North Wall, Shop Area:  On or about January 13, 2018, and times prior thereto, adequate bracing systems were not installed on a masonry wall approximately 25 feet High x 87 feet Long.  The wall was braced with 3/8 inch cables secured to brackets, rebar, pallets of concrete block, a bundle of roof joists and a Hydro-Mobile scaffold.  Under wind gusts speed of 39 miles per hour the wall overturned and fell within the perimeter of the building.      b)  North Wall, Detail Area:  On or about February 6, 2018, and times prior thereto, adequate bracing systems were not installed on a masonry wall approximately 21 feet High x 25 feet Long.  The wall was braced on the interior side with lumber (2x12x16's; and a 2x4), and no bracing installed on the exterior side of the wall.      c)  West Exterior Wall, Detail Area:  On or about February 6, 2018, and times prior thereto, adequate bracing systems were not installed on a masonry wall approximately 21 feet High x 84 feet Long.  The wall was braced with lumber (2x12x16's; and a 2x4), and 3/8 inch cables secured to rebar, brackets and pallets of concrete block.      d)  South Wall, Detail Area:  On or about February 6, 2018, and times prior thereto, bracing systems were not installed on a masonry wall approximately 21 feet High x 25 feet Long.        e)  South Wall, Shop Area: On or about February 6, 2018, and times prior thereto, adequate bracing systems were not installed on a masonry wall over 8 feet high and approximately 118 feet Long.  The interior side of the wall was braced with 3/8 inch cables secured to rebar, wrapped around concrete piers, angle iron, and a bundle of roof joists.  A smaller section of the wall was braced on both sides with lumber (2x12x16's; and a 2x4).       f)  Interior East Wall, Between Office Space and Shop Areas:  On or about February 6, 2018, and times prior thereto, bracing systems were not installed on a masonry wall approximately 13 feet High x 77 feet Long.      g)  Interior West Wall, Between Detail Area and Shop Areas:  On or about February 6, 2018, and times prior thereto, adequate bracing systems were not installed on a masonry wall approximately 25 feet High x 77 feet Long.  The wall was braced with ¼ inch cables secured to rebar, a bundle of roof joists, and brackets.      Abatement certification and documentation required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement.  Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.
