At the worksite - On or about February 27, 2018, the interior stairway was not equipped with a handrail, thus exposing employees to a trip and fall hazard.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed; or if the ladder's length did not allow the extension, the ladder was not secured at its top to a rigid support that will not deflect and provided with a grasping device such as a grabrail to assist employees in mounting and dismounting the ladder.    a). Main Floor - On or about February 27, 2018, a portable Werner Telescoping Multi-Ladder (model: MT-17) did not have its side rails extended at least three (3) feet above the landing surface, thus exposing employees to a fall hazard of approximately 11.4 feet.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b).    a). Main Floor Balcony - On or about February 27, 2018, employees worked from the balcony floor deck and from a porch beam while installing the frames for the balconys walls without the use of a fall protection system in place, thus exposing employees to a fall hazard up to approximately 20 feet.    b). Upper Floor - On or about February 27, 2018, employees worked from the upper floor deck while drawing chalk lines on the floor without the use of a fall protection system in place, thus exposing employees to a fall hazard of approximately 11.4 feet.    Yoder Brothers Construction, L.L.C. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1119165, citation number 1, item number 2 and was affirmed as a final order on March 29, 2016, with respect to a workplace located at 1623 Bruce Drive, Saint Simons Island, GA 31522.    Yoder Brothers Construction, L.L.C. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1161011, citation number 1, item number 1 and was affirmed as a final order on October 26, 2016, with respect to a workplace located at 112 East 8th Road, Sea Island, GA 31561.
