29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): 1) On July 10, 2018, and at prior times, Quality Construction, as the controlling employer, did not maintain an effective program which provided for frequent and regular inspections of the job site, materials and equipment by a competent person. Employees of Banegas Construction, Inc., a subcontractor, were exposed to fall hazards in excess of 13' while engaged in residential roofing work.
