In accordance with 29 CFR 1903.19, abatement certification is not required for this violation as the hazardous condition was corrected during the inspection.

29 CFR 1926.1060(a)(1)(iii): The employer did not ensure that each employee using ladders and/or stairways had been trained by a competent person in the proper construction, use, placement, and care in handling the ladders and/or stairways: a) Double Block Residential Building, 383/385 Main Street, Wilkes-Barre, PA - Employees had not received ladder training by a competent person as evidenced by their improper use of a 28-Foot Type II Aluminum D-Rung Extension Ladder - Model D1228-2 that included but may have not been limited to positioning the ladder at a fifty (50) degree angle, overloading the ladder above the rated capacity, extending the fly section side rails one (1) foot above the roof eave, and climbing down the ladder while facing away from the ladder. Employees were exposed to a fall hazard, as observed on or about October 1, 2018. In accordance with 29 CFR 1903.19, abatement certification is required for this violation.
