29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) On or about October 23, 2018; Roof area residential construction; employees were observed working on the roof area without proper use of fall protection to prevent them from falling an estimated 30-35 feet to ground level while installing shingles. The R.W. Kibler Inc. was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1248413, citation number 1, item number 1 and was affirmed as a final order on October 3, 2017, with respect to a workplace located at 3832 Gramercy Street, NW Washington DC. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet), in addition, documentation demonstrating the abatement is complete must be included with your certification. 29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) On or October 23, 2018; East-side rear area residential construction; employees were using an extension ladder to access the work area on the roof which was extended one foot below the landing platform exposing employees to a 25-foot fall to ground level. The R.W.
