29 CFR 1926.451(f)(7): Scaffolds shall be erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. Such activities shall be performed only by experienced and trained employees selected for such work by the competent person.  a. On or before October 25, 2018, where an employee was working from the elevated platform of a pump jack scaffold, the scaffold was not erected by a competent person, thereby exposing the employee to a 12 foot, 4 inch fall hazard.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Paragraph (g)(2) of this section addresses fall protection for scaffold erectors and dismantlers. Note to paragraph (g)(1): The fall protection requirements for employees installing suspension scaffold support systems on floors, roofs, and other elevated surfaces are set forth in subpart M of this part.   a. On or before October 25, 2018, where an employee was working from the elevated platform of a pump jack scaffold, the employee was not protected from falls, thereby being exposed to a 12 foot, 4 inch fall hazard.   Sanchez Siding Services was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1148436, citation number 1, item number 2 and was affirmed as a final order on December 06, 2016, with respect to a workplace located at 2982 Highland Woods Blvd., Lot #73, Blacklick, OH 43004.
