29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:  a)  At 964 Wheat Ridge Dr., Prattville, Alabama:  On or about January 17, 2019 and at times prior; the employer allowed his employees to use a six foot portable a-frame ladder to gain access to the top of the walls and the employees used the top step to get up and down exposing his employees to a fall hazard of 8.9 feet to the concrete floor below.
