29 CFR 1926.1153(c)(1): For each employee engaged in a task identified on Table 1, the employer did not fully and properly implement the engineering controls, work practices, and respiratory protection specified for the task on Table 1, unless the employer assesses and limits the exposure of the employee to respirable crystalline silica in accordance with paragraph (d) of this section.    Inside construction of school building:     On or about 2/7/19, the employer had not implemented the required controls identified on Table 1 for employees using a hand grinder on mortar between concrete blocks. Table 1 requires a dust collector to be attached to the hand grinder to control the dust and requires that all employees engaged in the task wear APF 10 respiratory protection, when performing this task indoors.

Employee was using a grinder on mortar between concrete blocks.  2. Employees use hand grinding stones and grinding stones on poles to smooth the mortar and cinder blocks prior to painting.

Inside construction of school building:    On or about 2/7/19, the employer had not trained employees on the health hazards of crystalline silica, potential sources of exposures of and how to control exposure. The employees were using both powered grinders and hand grinding stones to smooth the surface of cement blocks and mortar containing crystalline silica.
