29 CFR 1910.215(a)(4): Work rest(s) on grinding machinery were not adjusted closely to the wheel with a maximum opening of one eighth inch:    Weld Shop: Employees use the Dayton industrial bench grinder for deburring sharp edges. The work rest was measured 1/4 inches from the abrasive wheel. Employees were exposed to entanglement hazards.     The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard [29 CFR 1910.215(a)(4)], which was contained in OSHA inspection number 1143085, citation number 1, item number 2 and was affirmed as a final order on August 17, 2016, with respect to a workplace located at 600 N Lincoln Avenue, Pasadena, California 91101.

29 CFR 1910.215(b)(9): The distance between the abrasive wheel periphery(s) and the adjustable tongue or the end of the safety guard peripheral member at the top exceeded one fourth inch:    In the following locations, the bench grinders were identified with tongue guards out of adjustment:  a) Weld shop: Employees use the bench grinder to deburr metal. The tongue guard was measured at 1-1/4 inches from the abrasive wheel.  b) Maintenance area: Employees use the bench grinder to grind and sharpen tools. The tongue guard was measured 3/8 inches from the abrasive wheel.   Employees were exposed to struck-by hazards.     The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard [29 CFR 1910.215(b)(9)], which was contained in OSHA inspection number 1222181, citation number 1, item number 2B and was affirmed as a final order on June 9, 2017, with respect to a workplace located at 2800 Stafford Avenue, Scranton, Pennsylvania 18505.

29 CFR 1910.303(g)(1): Sufficient access and working space was not provided and maintained about all electric equipment (operating at 600 volts, nominal, or less to ground) to permit ready and safe operation and maintenance of such equipment:    In the following locations, electrical equipment was identified as obstructed which prevented access for maintenance and operations:  a) Weld Shop: A container of brazing rods and hand tools was temporarily stored in the working space for the electrical panels powering the main switch.  b) Weld Shop: A welding machine and metal stock was temporarily stored in the working space for the electrical panels powering the fan and receptacles.  c) Column C-12: A garbage can and tricycle was temporarily stored in the working space for the electrical panels powering the lighting system.  Employees were exposed to electrical shock hazards up to 480 volts.      The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard [29 CFR 1910.303(g)(1)], which was contained in OSHA inspection number 1226065, citation number 2, item number 1 and was affirmed as a final order on July 10, 2017, with respect to a workplace located at 7001 S. Central Avenue, Los Angeles, California 90052.    The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard [29 CFR 1910.303(g)(1)], which was contained in OSHA inspection number 1186652, citation number 1, item number 3 and was affirmed as a final order on December 13, 2016, with respect to a workplace located at 28201 Franklin Parkway, Santa Clarita, California 91383.

29 CFR 1910.303(g)(2)(i): Except as elsewhere required or permitted by Subpart S of Part 1910, live parts of electric equipment operating  at 50 volts or more were not guarded against accidental contact by use of approved cabinets or other forms of approved enclosures or by any of the means identified in paragraphs (A), (B), (C), and (D) of 29 CFR 1910.303(g)(2)(i):    Weld Shop: Employees access the electrical equipment to change fuses during welding and metal fabrication operations. The ACME general purpose transformer was identified energized with wiring exposed from the base of the panel. Employees were exposed to electrical shock hazards of 120 volts.        The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard [29 CFR 1910.303(g)(2)(I)], which was contained in OSHA inspection number 1010032, citation number 1, item number 3 and was affirmed as a final order on April 7, 2015, with respect to a workplace located at 11251 Rancho Carmel Drive, San Diego, California 92199.
