29 CFR 1910.303(g)(1): Sufficient access and working space was not provided and maintained about all electric equipment (operating at 600 volts, nominal, or less to ground) to permit ready and safe operation and maintenance of such equipment. a. On or about 06/25/2019, at Communications Room #110 of the FAA Saint Thomas Air Traffic Control Tower, the electrical service panel in the area was not readily accessible. The electrical service panel was blocked with several boxes, devices and materials stored in the floor below and in front, obstructing access. b. On or about 06/25/2019, at the Emergency Generator Room of the FAA Saint Thomas Air Traffic Control Tower, the electrical transfer switch panel in the area was not readily accessible. The panel was blocked with various items, including an electrical welding machine, a folding chair, and a plastic five gallons drinking water cooler stored in the floor below and in front, obstructing access. c. On or about 06/25/2019, at the Emergency Generator Room of the FAA Saint Thomas Air Traffic Control Tower, the electrical service disconnect panel in the area was not readily accessible. The panel was blocked with a 20 gallons galvanized steel round trash can and one 14 inches steel round step stool in the floor below and in front, obstructing access. NOTE: Certification of abatement is not required for this citation item as abatement was witnessed by the compliance safety and health officer during the inspection.

29 CFR 1910.305(g)(1)(iv): Flexible cords and/or cables were used for purposes prohibited by paragraphs (A) through (F) of 29 CFR 1910.305(g)(1)(iv). a. On or about 06/25/2019, at the Administrative Area of the FAA Saint Thomas Air Traffic Control Tower, employees were exposed to electrical hazards while using flexible cords and/or cables as a substitute for the fixed wiring of a structure and running through holes in the ceiling and walls. b. On or about 06/25/2019, at Communications Room #110 of the FAA Saint Thomas Air Traffic Control Tower, employees were exposed to electrical hazards while using flexible cords and/or cables as a substitute for the fixed wiring of a structure while attached to building surface. c. On or about 06/25/2019, at the Network Servers Room of the FAA Saint Thomas Air Traffic Control Tower, employees were exposed to electrical hazards while using flexible cords and/or cables as a substitute for the fixed wiring of a structure and running through holes in the ceiling. Note: Certification and documentation of abatement must be submitted for this citation item as required by 29 CFR 1903.19(c) and (d), respectively.
