On or about July 11, 2019, located in the Raw Milk Receiving Room, employees climbed a catwalks guardrails to access the upper portion of the fixed ladders on milk tanker trailers, thereby exposing the employees to a fall hazard of approximately 36 inches.

29 CFR 1910.28(b)(1)(i): (1) Unprotected sides and edges. (i) Except as provided elsewhere in this section, the employer must ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling by one or more of the following: a. On or about July 11, 2019, located in the Raw Milk Receiving Room, employees performed work on top of milk tanker trailers without the use of fall protection, thereby exposing the employees to a fall hazard of approximately 10 feet. United Dairy, Inc. was previously cited for a violation of this Occupational Safety and Health standard, which was contained in OSHA inspection number 1206614, citation number 1, item number 1 and was affirmed as a final order on May 17, 2019, with respect to a workplace located at 508Roane Street Charleston, West Virginia 25302.
