The employees shut off the machine and removed the guard but did not apply lockout devices to the energy isolating device to control the 110V electrical and 1,000psi hydraulic pressure.

29 CFR 1910.147(c)(4)(ii)(B):The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy. a) United Dairy: On or about April 5, 2022 and times prior, the employer's energy control procedures did not contain specific procedural steps for controlling hazardous energy such as 110V electrical and 1000psi hydraulic energy on the #36 stacker. The procedures only provide a basic statement to turnoff electrical power and that there may be other energy sources but does not explain the steps for shutting down or isolating all energy sources.
