29 CFR 1910.95(g)(1): The employer did not establish and maintain an audiometric testing program as provided by 29 CFR 1910.95(g) by making audiometric testing available to all employees whose exposures equal or exceed an 8-hour time-weighted average of 85 decibels: (a) Shop Area: On or about September 4, 2019 the employer had not established an audiometric testing program for employees whose noise exposures equaled or exceeded an 8-hour time weighted average (TWA) of 85 decibels. An employee (Fitter) was exposed to continuous noise at 103.3 percent of the permissible daily noise exposure (8-hour Time Weighted Average sound level of 90 dBA) during the 456 minute sampling period on September 19, 2019. For a full eight hour work shift this exposure would be equivalent to an average sound level of 90.2 dBA. Exposure calculations included a zero increment for the 24 minutes not sampled.

29 CFR 1910.95(i)(3): Employees were not given the opportunity to select their hearing protectors from a variety of suitable hearing protectors provided by the employer: (a) Shop Area: On or about September 4, 2019 employees were not given the opportunity to select their hearing protectors from a variety of suitable hearing protectors provided by the employer. An employee (Fitter) was exposed to continuous noise at 103.3 percent of the permissible daily noise exposure (8-hour Time Weighted Average sound level of 90 dBA) during the 456 minute sampling period on September 19, 2019. 29 CFR 1910.242(b): Compressed air used for cleaning purposes was not reduced to less than 30 PSI: (a) Back Wall of Welding Area: An employee (welder) was cleaning debris off of a steel silencer using a compressed air hose that had an exit pressure measured at 93 PSI and the nozzle was not designed to reduce the pressure below 30 PSI in the event the nozzle was deadheaded.
