29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to items of this section:   A.)  Kane Innovations, Inc. - On or about 10/22/19, and at times prior thereto, employees were exposed to hazardous energy sources while performing repairs/maintenance on equipment including, but not limited to the robot welder.  The lockout/tagout procedure for the robot did not account for stored energy in the procedures (i.e. gravitational energy/potential energy) from the suspended robot arm.  In addition, specific procedural steps to bring the robot arm to the ground (i.e. to a Zero Energy State) was not noted in the procedure.   ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
