OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees while engaged in residential construction activities 6 feet (1.8 m) or more above lower levels.    (a) Protection from fall hazards: On or about October 17, 2017, two (2) employees performed roofing activities on a 6 in 12 pitched roof without a fall protection system in place.  This exposed them to fall hazards ranging from 10 to 16 feet to the ground below.    (b) Steiner's Quality Roofing, LLC was previously cited for a violation of a similar occupational safety and health standard, 29 CFR 1926.501(b)(1), which was contained in OSHA inspection number 1007651, Citation number 1, Item number 1, and was affirmed as a final order on June 5, 2015, with respect to a workplace located at 2712 North Ramsey Road, Coeur d'Alene, ID  83815.    (c) Feasible and acceptable means of abatement for this item may include, but may not be limited to, the employer requiring that a competent person is on the jobsite whenever any type of fall protection system is required and/or being used.  This person must be knowledgeable in the specific fall protection requirements for the work being done, proper selection and proper use of the fall protection system, and other applicable OSHA requirements.  This person must have the desire and authority to take appropriate actions to ensure the safety of the employees.  Compliance with OSHA's fall protection standards is a continuing duty and must be continually monitored and enforced by a competent person on the jobsite.
